A shutdown card has one job: make sure nobody is caught in the shower when the water goes off. Keep it short and put the time window in bold.
Quick answer: A shutdown notice tells customers when water or power will be off, for how long, why, and who to call. Deliver it to every affected address before the shutdown, within the notice period your network rules require.
Send it before any planned interruption to water, power or gas. Network operators and water authorities set their own minimum notice periods, often several days in writing for planned work, and they override anything general. Check the conditions on your permit or work order.
Change everything in [square brackets], delete anything that does not apply and check it against your own conditions before you print.
